Reports to :   Senior Manager, Service Quality & Risk, Service Delivery HR

Location :      Shanghai

Scope Of Role:

• The role holder is responsible to assist the Senior Manager, Service Quality & Risk for service quality, compliance & risk and financial management for HR.  This is typically achieved through working with the rest in HR Service Delivery, other Teams in HR and HRSSC.

• Assist HR Service Delivery function by providing benchmarked process, effective Risk management and optimizing operations delivery to achieve country business performance.

• Assist BORM and UORM in coordinating, driving and directing effective compliance and operational risk management at the Business Unit level.

• Assist in implement controls within the Business Unit to meet all regulatory and internal requirements.

• Assist in ensuring proper functioning of day-to-day controls, periodic monitoring activities and timely resolution of risk issues

• Undertake periodic self-assessment on key controls to assess the proper functioning and adequacy of existing controls.

• Assist in coordinating, facilitating and promoting understanding of operational risk and in implementation and management of OR within the Unit.

• Assist in budget preparation and Budget monitoring for HR


Key Responsibilities/Challenges:

• Service Quality

o Work closely with the HRRM, CoE, HRSSC teams and other relevant stakeholders to help design, develop and implement initiatives so as to ensure HR processes are delivered timely and accurately to employees.

o Assist to develop, review, establish, re-engineer and recommend long term improvements for any gaps identified in HR processes by establishing close working relationship with HRSSC, regional China HR teams/representatives to enable the function to deliver and drive business performance and achieve service excellence and ensure HR process integrity and compliance.

o Liaise regularly with the HRSSC on matters related to Service Delivery to continuously deliver and improve HR services locally.

o Monitor regularly Service Level standard for each migrated process to HRSSC and locally and ensure that a regular review of Service Level Agreements (SLAs) to ensure HRSSC performance is held and amendments identified based on trends in usage and customer demands.

o Assist in reviewing and implementing process improvement initiatives or cost reduction solutions.

o Assist to support Group HR initiatives and ensure that best practice sharing is done across the network.

o Ensure that all documentation, process maps and DOIs are updated timely.

• Compliance & RIsk

o Be the backup UORM for the HR function within HR China.

o Assist to ensure that HR processes and controls are aligned to all relevant regulatory guidelines and rules by reviewing and recommending changes to existing policy and practices.

o Build robust controls in the processes to ensure effective legal and regulatory compliance in HR function.

o Assist to coordinate and conduct the ‘Key Control Self Assessment’ (‘KCSA’) process, ensuring that teams within HR understand their roles and responsibilities within the KCSA framework and completes the assessment on a timely basis with proper records and controls are in place.

o Assist to manage the audit and assurance processes for HR as required

o Report all suspicious Transactions to the Line Manager.

• Financial Management

o Assist to monitor costs and identify expenses trends on regular basis to help ensure HR costs do not exceed the Budget.

o Monitor monthly financial reconciliations to ensure timely escalations and resolutions of financial issues according to the Financial Escalation Matrix.

• Others

o Assist in ad hoc projects as required.

Selection Criteria:

• Graduate or alternative similar level of qualification

• At least 5 years experience in the Human Resources function with 3 years in the financial industry (preferably foreign bank)

• Familiar with process re-engineering / improvement methodologies

• Experience working with offshore organizations is an advantage

• Proficiency in English is a must

• Good analytical and problem solving skills with orientation for technology solutions

• Good interpersonal, influencing and communication skills to engage different stakeholders

• Experience in handling multiple projects and perform under strict timelines
